April Urban Design Panel - CFEC Walkable Design Standards Guidebook

Climate-Friendly and Equitable Communities Walkable Design Standards Guidebook

The April Urban Design Panel welcomes the Cascadia Partners team who have supported the State's Climate-Friendly and Equitable Communities (CFEC) program in creating a new Walkable Design Standards Guidebook. The Guidebook serves as a resource to help local communities across Oregon implement more walkable development and site design standards responsive to updated Oregon Administrative Rules. This Guidebook provides local jurisdictions with a recommended process for evaluating walkability in their zoning code and guidance on standards and approaches in a variety of contexts.

At April’s Urban Design Panel, Pauline Ruegg and Jamin Kimmel will provide an overview of the design standards, provide guidance on how to apply it, and share early feedback from implementing these recommendations on the ground in several jurisdictions across Oregon State.

Pauline Ruegg
Senior Associate, Cascadia Partners

Pauline is an urban planner with broad ranging experience in land use planning, zoning, and urban design. A critical thinker and keen observer, Pauline is a student of urban form and policy best practices. With over twenty years of experience, Pauline has worked in Oregon, Washington, New York, California, and internationally. Pauline was the project manager for the Walkable Design Guidebook and has spent the last year immersed in navigating the complexities of OAR requirements and aspects of walkability and code solutions. She is currently assisting Salem, Ashland, Central Point, and Medford in assessing how to come into compliance with CFEC land use regulations and crafting code approaches responsive to local contexts.

Jamin Kimmel
Partner, Cascadia Partners

Jamin is a land use planner and code specialist with a depth of experience in a range of disciplines. His recent work has focused on planning and code initiatives to shape a more equitable and affordable housing market. Jamin has led Housing Needs Analyses, Housing Production Strategies, corridor/subarea plans, and code audit and code amendment projects. He was the Principal in Charge for the Walkable Design Guidebook and is currently overseeing Cascadia's work supporting cities across Oregon implementing CFEC regulations related to land use.
